18kmeter/60kfoot limit

Is there a possibility to unlock the 18kmeter/60kfoot limit?
I want to use the EM-406A for a balloon project.

The reason that the maximum altitude limit is 60,000 feet (18km) is to comply with the USA Defense Department limit. To exceed this, it would require firmware modification. However, the functionality would not be guaranteed due to the SiRF Chipset specifications. Also, there is no test equipment to be able to test its workability.
