GH-561 3 axis

I'm new to compasses etc.  I recently purchased the GH-561 because it is a 3 axis compass.  In researching before I purchased I learned there are 2 axis and 3 axis compasses.  The two axis having to be held horizontally to read, and I was under the impression the 3 axis did not have to be held horizontally, which is why I bought the 561.  However, when I hold the 561 at a tilt not too far from horizontal the compass heading doesn't point north. 

Is this normal?  Am I incorrect of my understanding of what a 3 axis compass is?

Dear customer,

Thanks for purchasing GH-561. To keep the best performance of compass, you may need to calibrate compass first. The indicator becomes solid means well coalibrated.
3 Axis compass means it support auto calibration any time to keep stable from mangetic interference. It may become little offset if tilt over 15 degree.
